This session will focus on how people are using data in the health and education sectors in the Philippines, Uganda and Tanzania. The discussion will focus on the processes and innovations around how this was achieved. The three presentations are:

- DHIS2 for Education Ugandan Data Use Cases presented by Monica Grace Amuha. The presentation from Uganda will share different data use cases at both the district and national level of the DHIS2 for Education implementation in Uganda. It demonstrates how the education teams have been able to harness the capabilities of DHIS2 to manage and use their data for informed decision making.

DHIS2 and the Global COVID-19 Response

DHIS2 has been catalyzed in more than 40 countries to provide the informational backbone to COVID-19 surveillance, response and national vaccine delivery plans. The WHO shares its strategy for supporting the scale-up of digital solutions to support efficient, equitable delivery of COVID-19 vaccines.

Representatives from Sierra Leone and Ethiopia share implementation lessons for integrating COVID-19 surveillance and vaccine delivery into the national DHIS2 platform and how strengthening the system in response to the pandemic will further enhance routine surveillance and immunization activities for a broad range of vaccine preventable diseases.

Innovation Infrastructure: The new DHIS2 App Hub and Continuous Application Delivery

Learn about the redesigned DHIS2 App Hub and the corresponding App Management App, and hear how the UiO core team is moving to continuous delivery of core applications through the App Hub. Continuous delivery and core application overrides, a little-known DHIS2 core feature since 2.35, will mean that any DHIS2 instance can benefit from bug fixes and even new features in a specific core app (or third-party app) as soon as possible, without needing to do any server upgrades or wait for the next major release of DHIS2.

Integrated DHIS2 platform for routine & emergency disease surveillance

This session explores innovation and expansion of the DHIS2 platform in various country contexts to support emergency surveillance during the COVID-19 pandemic.

Many countries have used DHIS2 as a national disease surveillance system for both IDSR and case-based surveillance of VPDs and other notifiable diseases. The pandemic created sweeping demand for innovative use of DHIS2 functionality and customization in emergency settings alongside national demand for solutions to be developed & sustained within the national HIS architecture.

In Bangladesh, DHIS2 has been used to capture more than 6 million COVID-19 tests. As part of the national architecture an API connects DHIS2 with other systems and apps, enabling COVID-19 certificates and QR code generation, SMS alerts and integrated with SHUROKHA app to combine vaccination data into the system. In Indonesia, innovative approaches have been taken to use and train users on DHIS2 for contact tracing as part of response efforts. You can find more on Syefira Salsabila's presentation on the Community of Practice here.

Finally, South Sudan shares challenges faced establishing a unified data management platform for COVID-19 response and how lessons learned during the pandemic are being used to strengthen the underlying health information system. Learn how DHIS2 has been used to support the reporting of adverse events following immunization (AEFI) and recommended approached for capturing and analyzing key supply chain data for vaccine logistics. This session will cover the AEFI metadata package, which has been adapted to support Covid-19 alongside all childhood immunizations, as well as linking AEFI reporting to the global repository for adverse events, Vigibase. Saudigitus (HISP Mozambique) will share their experience adapting this package, and provide lessons learned.
Breno Horth, the new lead for supply chain and logistics at the University of Oslo, will demonstrate functionality for capturing, analyzing and mapping vaccine logistics data, including cold chain reporting, and will share experiences from several countries.

In DHIS 2.36 you can aggregate data from Google Earth Engine to your own organisation units. This can be very powerful with the detailed population data from WorldPop. We will demonstrate this new feature, and show how data can be downloaded from DHIS2 Maps to advanced GIS tools like QGIS for further analysis. You can also add external map layers to DHIS2, and we will show examples of this feature.

Event-based surveillance & rumor monitoring

Learn how DHIS2 has been designed and deployed for event-based surveillance and rumor monitoring. Africa CDC uses DHIS2 as a regional platform to capture, analyze and disseminate information about public health events reporting from formal and non-formal sources across Africa Union member states. 

In Uganda, the DHIS2 platform has been used for event-based surveillance as part of the overall electronic case-based surveillance platform (eCBDS). Integration with the SMS platform 6767 allows reporting and alerts of events from the community into DHIS2, analysis, investigation and feedback to the community about the event. In Vietnam, a chatbot integrated with DHIS2 captures event-based surveillance data from private health care providers and pharmacists, feeding provincial CDC dashboards in DHIS2 for analysis. JHU's Breakthrough ACTION Project designed and disseminated a DHIS2 metadata package to combat misinformation through systematic, real-time monitoring of rumors. DHIS2 has been expanded to cover many key needs in the immunization space, with 50+ countries using DHIS2 for core functions in their vaccine programs. Covid-19 vaccine programs have been a key driver for the rapid expansion and improvements to the platform, building on recent work creating immunization packages under the WHO metadata packages framework.

In this session we will hear from three speakers:
Carine Gachen from GAVI will talk about GAVI's current outlook and priorities for information system support for immunisation and how the COVID-19 pandemic has highlighted challenges also highly relevant in routine immunisation.

Youhannes Dugasa, Field Epidemiologist from Ethiopia will present a project to introduce DHIS2 to monitor Vaccine Preventable Diseases in Ethiopia.

Mowla Baksh Chaudhury, Program Manager-EPI and Member Secretary of the COVID-19 Vaccination Deployment & Preparedness Core Committee in Bangladesh, will present their implementation story of dhis2 in Measles and Rubella Campaign in terms of online microplanning, supervision and real time monitoring where they successfully vaccinated over 30 million children.

Every Newborn Birth Indicators Research Tracking in Hospitals (EN-BIRTH) study
Background: Globally each year, an estimated 2.4 million newborns die in the first 28 days of life - 47% of under five year old deaths. Additionally, more than two million babies are stillborn.  Although most of these deaths are preventable, 99% occur in low & middle income countries (LMICs) with the least data on coverage and quality of care around the time of birth the “inverse data law”
The Every Newborn Action Plan (ENAP) [5, 6] endorsed by the World Health Assembly in 2014 committed to end preventable newborn deaths and stillbirths. Sustainable Development Goal 3 includes the first ever global target for neonatal mortality reduction. To attain universal health coverage countries need to scale up evidence-based interventions for newborn health.
Timely and high-quality data on outcomes and coverage of care are crucial. The majority of comparable data for newborn health indicators are currently collected through population-based surveys (e.g. DHS, MICS). Data from routine health management information systems (HMIS) including DHIS2 is increasingly available for the 80% of global births now occurring in health facilities.  Aggregated data from routine hospital registers is the typical data source for HMIS.
 A multi-partner measurement improvement roadmap [11] was developed for 2015–2020 to improve the ENAP core indicator definitions, to test their measurement validity and inform feasibility of measurement. The linked Every Newborn - Birth Indicators Research Tracking in Hospitals (EN-BIRTH) study was collaborative research by London School of Hygiene & Tropical Medicine, icddr,b Bangladesh, Golden Community Nepal and Ifakara Health Institute Tanzania and funded by Children’s Investment Fund Foundation (CIFF).
Aim: To test validity of measurement of newborn and maternal indicator measurement.  
Objectives: 1) Assess validity of numerator measurement 2) Assess validity of denominator measurement 3) Evaluate content and quality of care 4) Assess barriers and enablers to routine register measurement
Methods: Mixed methods observational study in five public hospitals providing comprehensive emergency obstetric and newborn care hospitals in three high-burden mortality countries: Tanzania, Bangladesh, and Nepal. Direct clinical observation of care and interventions was used as the gold standard to compare against data from routine facility registers and women’s survey report.  Qualitative interviews were conducted with health workers and research data collectors.
The multi-country EN-BIRTH team observed 23,471 births and 840 kangaroo mother care (KMC) mother baby pairs, in addition to collecting information on 1015 admissions for neonatal infection.
Results: The presentation will report selected findings from the EN-BIRTH analyses focusing on accuracy of routine register data elements aggregated for indicator measurement in health information systems e.g. DHIS2.  
Indicators discussed will include: newborn and maternal indicator measurement around the time of birth including: uterotonics to prevent postpartum haemorrhage, neonatal resuscitation (bag-mask-ventilation), birth weight, early initiation of breastfeeding, kangaroo mother care etc.   
Findings will be shared regarding barriers and enablers and what needs to be done to improve data quality on the frontline in health facilities.
Plans for EN-BIRTH phase 2 feasibility and implementation research will be shared aiming to assess whether the validated newborn indicators are feasible to implement in HMIS as the next step to promote broad uptake in (LMIC).

Noncommunicable diseases (NCDs), also known as chronic diseases, kill 41 million people each year, equivalent to 71% of all deaths globally - most occurring in LMICs. This session will explore progress with using DHIS2 in tracking cancer in Peru and Rwanda and the early lesson learned in the development of the WHO Rehabilitation package. The presentations include:

Design for Data Use plenary (Overview of Designing for Data Use concept around the data ecosystem)

Using data is a necessary but not sufficient condition for more optimal use of data. To improve data use for decision making and/or action taking, we need to look at the complete process of how, for whom and in what way the system is designed and maintained. ‘Designing for use’ is the concept used to describe the approach adopted within DHIS2.

Dr Chatterji,the Director a.i. of the Department of Data and Analytics, WHO, will open the session looking at strengthening health information systems through data use to measure impact. Prof Kristin Braa, Prof Jørn Braa, Dr Elaine Byrne and Dr Prosper Behumbiize will explore the 'Designing for Data Use' concept with examples from Uganda of putting this into practice. The session will close with a short overview by Paul Biondich a pediatrician and a community leader of the Data Use Community with a focus on point of care delivery data use.

Then Ahn Chu Hong will present the new WHO guidance and support material for data quality checks.  Next, Bob will quickly demostrate how DHIS2 tools can be used at district level for routine (i.e. monthly) data quality assuance -- the "10 minute training".  Tuzo will round off the session by describing a workshop held last October in Tanzania for training of staff from a set of districts.

In the DHIS2 Design Lab, we explore how we can support and promote user-oriented design and innovation within the DHIS2 ecosystem. With ‘user-oriented design and innovation’, we refer to efforts particularly aimed at building usable and relevant tools that are valuable to the end-users’ (e.g., health workers) practices and needs.
In our session, we will talk a bit about what we do, some of our key findings from the past, and our plans for the future. Particularly, we will look at how three conditions affect the potential for user-oriented design and innovation in DHIS2 implementation projects: 1) affordable design flexibility, 2) implementation-level design practices, and 3) project configuration. Related to the three conditions, we will discuss their implications and how we aim to address them in our ongoing projects.

There are many ways to manage metadata. This session covers two DHIS2 features that were designed with the PEPFAR instance of DHIS2 in mind, and also have broad usefulness in other DHIS2 installations.

First, we'll talk about Attribute Option Combos, covering using categories to disaggregate data sets (as opposed to data elements) as well as using category option groups to analyze disaggregated data sets.

Then, we'll cover Data Approvals.  This deep dive has something for everyone, including standard use cases and PEPFAR’s somewhat unusual use case.
